Sir,

With reference to your Despatch No. 122 of the 2nd of May last, I have now the honour to transmit the enclosed copy of a Minute by the Acting Postmaster-General.

I do not propose to renew the application for an increased Imperial grant to assist the opening of new Postal Agencies in the North of China.

2. I forwarded a copy of the last paragraphs of your Despatch under reference and of Mr. Lewis' Minute to the Commissioner of Wei-hai-wei in June last and invited his opinion thereon.

Mr. Lockhart asked that Mr. Lewis or some other experienced Officer might be sent to visit Wei-hai-wei, Chefoo, Tientsin and Peking and report on the question whether at all of these places Agencies of the Hongkong Post Office should be established or whether an independent Post Office should be established at Wei-hai-wei with Agencies at the 3 other places named.

On the 14th of July I addressed to Mr. Lockhart a letter, copy of which with its enclosure is annexed hereto, and I attach copy of Mr. Lockhart's reply.
